The Cook County Promise is unique in its stated purpose to establish a permanent program upon the pilot’s completion, with revenues from cannabis taxes providing one source of ongoing funding. In this session, Cook County Promise leadership will discuss how Cook County Government came to embrace direct cash policy and commit to a permanent program. Presenters will also describe how they built the pilot and its research component with permanency and good governance in mind, as well as touch on their current progress towards building the permanent program. The panel will also feature Promise Pilot participants who will describe their experience applying for and participating in the pilot.

Ben Newhouse, AidKit
After graduating from Stanford, Ben Newhouse completed a full "Silicon Valley Tour," from starting a deep-tech company, to raising millions, launching a product, and eventually selling the company. He subsequently went on to lead ~50 of Dropbox's best (he may be biased) engineers working on Dropbox's core technology. Today, he feels fortunate to be in a position to direct his energy toward AidKit, which brings the superpowers of software to the social sector while bringing a dignified experience to those on the receiving end of aid. In addition, he also mentors various startups and students with Neo, a new kind of community VC fund.
Sarah Moran (she/her), GiveDirectly
Sarah Moran has over 15 years in nonprofit operations and fundraising. She has served as the Director of GiveDirectly’s U.S. office since August 2021. GiveDirectly is the world’s largest nonprofit dedicated to providing unconditional cash directly to those living in poverty. In the U.S., GiveDirectly is supporting a number of the nation’s largest guaranteed income programs, including the Chicago Resilient Communities Pilot and the Cook County Promise Pilot.
Dr. Shantá Robinson, Inclusive Economy Lab
Shantá R. Robinson is an assistant professor in the Crown Family School of Social Work, Policy, and Practice at the University of Chicago. She is one of the principal investigators of the Cook County Promise evaluation where she leads the qualitative methods team. She earned her PhD in educational studies at the University of Michigan, where she specialized in the sociology of education and issues of class and race-based equity in K-12 schooling. She began her professional career as a high school history teacher in North Carolina.
Pete Subkoviak (he/him), Cook County Government Promise Pilot
Pete Subkoviak is the Director of Guaranteed Income and Economic Mobility at the Cook County Government, where he leads the nation’s largest publicly-funded guaranteed income pilot. Prior to his position at Cook County, Pete worked for SEIU 775 in Seattle where he directed a successful campaign to design and pass into law the WA Cares Fund, the nation’s first public benefit for long-term care needs. Pete earned a master’s degree from the Johns Hopkins Bloomberg School of Public Health, specializing in health economics and insurance systems and holds a bachelor’s degree from the University of Wisconsin – Madison.
